1995 Toyota Camry Sign In

A friend of mine has a 1995 Toyota Camry that started having problems this last week. The car turns on and runs for about 15-20 minutes, then "without" turning off starts to decelerate although their foot is on the gas. The RPM's does not "rev" up, but at the same time it won't accelerate. When the car is turned off for about a minute or two and then we start the car up again, it will run for a couple of minutes to about 10 minutes and then runs into the problem again of not accelerating and the car just slows down and comes to a complete stop (although the engine is still running). Any ideas as to what the problem may be?

It sounds like you may have a plugged up Catalytic Converter. It can be pressure tested through the 0/2 sensor hole or you can try dropping the exhaust pipe and driving it that way.
