1995 VW Jetta starter circuit

When ignition switch is in start position no power to exciter wire at starter solenoid. This is a manual transmission vehicle is there a start inhibitor switch? I just bought this vehicle yesterday.

Yes, it has one in position #14 of the fuse box. Under the dash at the clutch pedal where they all are. F194 Clutch Pedal Position (CPP) Switch - On clutch pedal bracket, above clutch vacuum vent valve switch F36

On the clutch pedal bracket there are 2 empty holes, only switch I see is on the brake pedal.

Then maybe it was removed but that's where it was. I just double checked no dangling wires or loose connectors.....how should I remedy...wire a switch from dash to battery and starter solenoid???
