98 Elcipse GST Idling too low

Just purchased this car last week and we were told they put in a new alternator. I just noticed that the dash lights and the head lights where dimming and getting brighter. I was told that the car is idling too low/slow. Any help on what might be wroing would greatly appreciate.

Sorry I forgot to tell you that it is a 2.0 turbo with 128800 miles

The idle speed can cause this, but could be a voltage regulator problem, as well. The IAC (Idle air control) motor controls engine idle speed. Could be that the IAC is sluggish. Cleaning may help. Just because the alternator has been replaced, doesn't mean it isn't the problem, either. Have both checked.
