Theft System Light on 2004 Chevy Classic

I have a 2004 Chevy Classic with a 2.2L 4 cyl. My theft system light has been on for a few days but the vehicle still starts. I have had to do the relearn procedure in the past but not lately. I purchased and replaced the lock cylinder that has the passlock sensor on it and the light is still on. While I had the dash still apart I decided to try to start it with the passlock sensor unplugged and it miraculously still started and stayed running. I am lost and looking for more ideas as to what to check next.

I don't see how that is possible if the system hasn't been modified in some way. I have not modified the system myself, but did notice a bad hack job under the dash (not impressed). The passlock sensor wires had some visible splices but no resistors or anything in them. I cut out the hacks on those 3 and resoldered them. The main yellow ignition wire also had a wierd splice in it which I removed and resoldered back together as well. My neighbor has a scan tool and there is no body codes in the system either.

The 3 wires were yellow, black, and white. Like I said I am baffled as is the neighbor who is a mechanic as well. I just wish I could get the light to go out as I am tired of looking at it.

The system can't operate without the Passlock sensor so something has been messed with there. I know the vehicle was at a rental car outlet before i purchased it. I did not get any key fobs or remotes with it. I thought it did not look right with all the splicing under the dash. I have not seen any boxes or anything else that does not look like it belongs.
