"i have a 1995 pontiac grand prix 3.1 ohc...does the harmonic balencer have to be removed to replace the timing chain?

Yes. This is not a job for a novice. Be sure to replace both gears along with the chain.
Did the timing chain jump? The original cam gear, more than likely, has a nylon coating on the teeth. If it has 'jumped', those nylon/plastic 'teeth' are now in the oil pan which can get sucked up into the oil pump, starving the engine for oil. If so, the oil pan will need to be removed to clean out the debris. Good luck. If you need further guidance, don't hesitate to ask.

Gotta agree with Loren on this one....

No offense but just asking that question sorta suggests that this is a job you may not what to tackle yourself unless there is someone available with a little more experience in this area to help you out.....
